The Blue Mail is found in the Ice Palace in A Link to the Past. It is the second mail that Link receives, and it reduces damage by 50% over the Green Mail. Once obtained, it will turn Link's hat yellow. Though the Blue Mail is not required to complete the game, it helps considerably with the rest of the game. Later, Link will find the Red Mail in Ganon's Tower, replacing the Blue Mail.
