The ball and chain is one of the later items in The Legend of Zelda: Twilight Princess. It is a giant long-range waepon which does great damage. If you can pull it off just right it can kill most enemies in on hit. you'll get this item after killing the miniboss of the snowpeak ruins: Darkhammer.
Lastly I want to give a nice hint: If you stand close enough the ball and chain will attack twice: one more time when pulling it back towards you. This is great, because not many enemies are well protected on their backs. It will kill enemies like Dynalfos in just one hit.
