In order to reach this shrine, go to the base of the island (around 2421, -1678, 1475) and examine the dragon circle, which powers each of the air updrafts to help you reach the top. Once you're up there, drop down the hole in the center and avoid lasers on your way down. (If you trigger any alarms, your path will get blocked, and you'll have to go back up far enough for the alarms to stop and try again.)
