In order to reach this shrine, go to the base of the island (around 2421, -1678, 1475) and examine the dragon circle on the lowest island, which powers each of the air updrafts to help you reach the top. Once you make your way to the top there is a hole in the center that you can drop down. (If you trigger any alarms, your path will get blocked, and you'll have to go back up until the alarms stop.)
