This is in Oren Bridge Cave.
As you walk inside, to your immediate left is a puddle of water, and in the ceiling above it is a hole. Ascend up to where that hole leads to reach the room this chest is in.
 
When you first walk into the cave, go to the offshoot on the right. Use the two planks of wood in there to build a platform to stand on. Bring the platform back into the main tunnel and put it under the ceiling grate. Stand on the platform and Ascend up to get to the chest.
