Talk to the nearby construct and it will challenge you to dive into the rings. Pass the test and the shrine will be opened to you as a reward.
When you land on Valor Island and talk to a construct, there will be a green device that will activate a sequence of green rings for you to skydive through. Succeeding will cause the shrine to appear.
