Because I have no clue how to safely edit the wiki pages, I will add text here for others and will let anyone else edit the page with my permission to use what I discovered.
The shrine is only accessible via the side quest line for Sesami, and then only available to access the shrine (Rauru's Blessing) after defeating the various enemies.
There is a bubblfrog in this cave. If you land on the walkway just below the entrance to the shrine carve out, just to the south you will see a wooden ramp going into a small hole with a stream of water coming out of that hole. Swim through this little offshoot and there you will find the bubblfrog.
