The Wind Waker set outside Hyrule, although the once known Sacred Kingdom is visited this time. Link explores the ocean known as the Great Sea, consisting of 49 sections arranged on a seven by seven grid.
The Wind Waker is set in The Great Sea which is the flooded land of Hyrule.  There are 49 islands in The Great Sea to explore along with enemy subs and lookout towers.  In the game there are few times where link visits the original land of Hyrule which is now buried beneath the ocean. These visitations occur towards the middle and the end of the game.  In order to travel across The Great Sea, Link uses a boat which can talk and is named "The King of Red Lions". Link can use The Wind Waker to control the flow of the winds which allows him to set his course without dependence on the wild nature of the winds of the ocean.
He travels with the help of the King of the Red Lions.
And with the Wind Waker, Link can control at will the direction of the wind's flow, which is helpful to navigate across the waters.
As he does so, he frequently visits multiple islands, all of which should have something interesting. Hidden treasure chests or is crucial area related to the main quest. When Link enters the territory of an island, he can ask a Fishman for information on said island, as well as to draw the territory's position in the Sea Chart.
