If you eavesdrop on some kids in the throne room, they will lead you to the King's location.

To reach the land of the sky fish, you'll want to reach Floating Scales Island. An easy method to get there is to wear the Zora Armor and glide into the clean waterfall east of Sidon.

Once there, look to the southwest of the island and when standing in the right spot, some of the debris will align into a teardrop shape. Shoot an arrow fused with a King's Scale through it.
