Talk to the Steward Construct next to the river to start the shrine quest. Grab a nearby Frost Emitter, go to the edge of the river and create three ice platforms using it. Bring them back to the construct, light a campfire and melt the platforms until they match the size corresponding to the holes in the wall in the shape of a "♦". Once the quest is complete, you will gain access to the shrine.
