The Compliment card is given when you have reached Gold member status in Beedle's Boat shop. It arrives in the mail once you become a gold member. To use it, enter Beedle's boat and go to purchase an item. He will notice your card and ask if you wish to use it. If you select yes, he will tell you that you are the best. That's all.
