To activate this quest, talk to Cleff, the store owner in Zora's Domain. He will ask you to bring him 10 bright-eyed crabs, and will offer you a sapphire as a reward. The crabs can be found all over Zora's Domain, as well as in caves with water. Once you complete this quest and obtain your reward, you can offer more crabs to Cleff for other materials, including other ores.
