In order to activate this shrine, go to the base of the island around 2421, -1678, 1475 and interact with the dragon circle on the lowest island, which powers each of the air updrafts. Once you make your way to the top there is a hole in the center. This will require some hand-eye coordination as there are lasers which trigger alarms that lock the path to the bottom floor, if you trip an alarm you have to start over again. You need to quickly flip the paraglider on and off and time when you fall through the openings between the lasers as they change and are constantly moving.
