Talk to the nearby construct and it will challenge you to dive into the rings. Pass the test and the shrine will be opened to you as a reward.
To reach this shrine, launch from Thyphlo Ruins Skyview Tower and paraglide over to Bravery Island. When you land at the sky island and talk to a construct, there will be a green device that will activate a sequence of green rings for you to skydive through. Succeeding will cause the shrine to appear.
