Climb on the Korok platform on the side of the floating island.
The island is relatively high up. There's a conveniently placed platform with ready hot-air balloons and batteries on the small circular island attached to the Flux Construct battle field below this Korok. You can also aim and use the launcher by the shrine and Device Despenser it will get you high enough to reach the island.
