When you first enter the Gerudo Region, make your way up to the top of the Gerudo Tower. The best way to reach the tower is to first climb up to the higher elevation from the highlands and then glide your way down. After activating the tower, speak with Kass. He will give teach you a song about the area. The lyrics state,
As light shines from the northwest skies, From the tower’s shadow an arrow flies. Pierce heaven’s light to reveal the prize.
Jump off the tower and glide to the southeast. Here you will find a pedestal on the ground. You have to wait on the pedestal until 2:55pm. At this time the sun will be shining from the northwest and the shadow will begin to cover the pedestal. The pedestal will illuminate and while it is doing so, stand on top of it, and shoot an arrow towards the sun. This will cause the nearby shrine to appear.
