The Octorok-shaped Octorok Lake pictured can be taken at Octorok Lake, located just southwest of the [East Akkala Stable]]. The lake only appears to look like an Octorok when it is raining. If it is dry, the rain will subside.
A Picture for East Akkala Stable

After completing one of the Regional Phenomena and acquiring the Camera, Link can examine the portrait wall at the East Akkala Stable. This will cause Rudi to call him over, beginning the quest. After Link travels to Octorok Lake, he can take a picture of the lake from the northern hill, while it is raining.
Link can then return to East Akkala Stable and show this picture to Rudi. He'll recreate the picture on the wall, completing the quest. Rudi will reward Link with a Pony Point, as well as a Meat and Rice Bowl.
