The Cece Hat is given to Link after completing The Mayoral Election quest. The Hat is given as a thanks to Link by Cece.
In order to unlock the quest, Link will first need to unlock and complete the Team Cece or Team Reede?, Cece's Secret, and Reede's Secret quests.
