Taeko Sugawara is a designer who has worked for Nintendo since the late-1990's. His first work in the Zelda series came with Majora's Mask, where he is credited as a Map Designer. Sugawara was one of the few employees who worked on Majora's Mask without previously working on Ocarina of Time. This was his only major contribution in the Zelda series, but he has contributed to many other prominent Zelda titles, including Super Mario Sunshine, New Super Mario Bros, and Mario Kart Wii.
