The East Hebra Sky Crystal is a Shrine Quest in Tears of the Kingdom.

Requirements

The quest is available as soon as Link arrives at the entrance to the Taninoud Shrine.

Walkthrough

The shrine is located on one of the larger islands at the northeast part of the East Hebra Sky Archipelago. Link is able to reach the shrine by first launching himself up from the Pikida Stonegrove Skyview Tower.
From there he can reach the shrine by traveling to the northeast. He can use Fans and Rockets on the floating platforms to get across the gaps and reach the shrine.
Drop off the ledge to the northeast to get down to an island at a lower elevation.
There is floating device with some Balloons and Flame Emitters. Activate the flames to carry the platform up.
It will bring Link to the back side of the large island to the north, where there are some vines.
Cut the vines down to find the green rock.
Attach the green rock, along with the Zonai Devices to the floating device here.
Use Ultrahand to position the floating platform just outside the cave.
Position the Fans and Steering Stick to ride the platform out of the cave and towards the shrine.
Use Ultrahand to bring the rock over to the shrine, completing the quest.

Taninoud Shrine

Main article: Taninoud Shrine

The Taninoud Shrine itself is one of Rauru's Blessings. Inside there is a single treasure chest that holds a Topaz gem. Walk over to the altar to get a Light of Blessing.

Examine the Taninoud Shrine to begin the quest.
Drop down to the floating island to the northeast. Activate the Flame Emitters and let the Balloons carry Link up.
There are some vines on the northeast part of the large island to the north.
Slash or burn the vines to find the green rock inside
Attach the Green Rock, along with a Battery, Steering Stick, and Battery to the floating device.
Position the floating device outside and use the steering stick to guide it towards the shrine.
Use Ultrahand to carry the green rock over to the shrine to complete the quest.

-Launch from the island where the shrine is located to the island to the northeast of it. Walk north on the island until Link is at the edge and then jump down using the paraglider. Search the cliffside for vines that can be cut or set on fire using an arrow with an attached fire element. If you miss the vines, the root scaling down from that island offers an ascending point but it can be difficult to activate the ascending point. Build a plane and attach the crystal to it to fly it back to the island where the shrine is located. Put the crystal through the shrine entrance to activate the crystal.
