Sila can be found in the Emergency Shelter beneath Lookout Landing. She is a member of the Zonai Survey Team and can be seen reading the Lucky Clover Gazette. She wants to get out there and investigate, but the team is stuck waiting in the Emergency Shelter.
The paper talks about Freezing Temperatures in Rito Village. She's not worried about traveling there, stating that all she needs is some clothing with Cold Resistance.
After Zonai Ruins fall into Lookout Landing, Sila can be found admiring them. She says that Wortsworth is handling the research, but this is her first real job with the Zonai Survey Team, so she'll put in some serious work.
