Hydrant are one of the many Zonai Devices that Link can store in his inventory and use to power objects in the Overworld.
When struck, hydrants send out an infinite stream of water from their nozzles, which can cool lava to make stone platforms. [[Kadaunar Shrine]] ("Water Makes a Way") serves as a training ground for their use.
