Mayor Hagen is the mayor of Hyrule Town found within The Minish Cap.
Mayor Hagen owns a Lakeside Cabin, located in Lake Hylia. The Cabin is where the third missing book, A History of Masks is located. Link will need to retrieve this book in order to climb the books at the Royal Hyrule Library and eventually acquire the Flippers.
