The Zoras are a race of creatures that are recurring in the Zelda series, They are a water race. Although the most common look of a Zora is Tall, Humanoid and blue, There are Zoras that look different i.e Prince Ralis, King Zora, Toto etc. There is a theory that explains that there are subspecies of Zoras, That they are divided into 'River-Zoras' and 'Sea-Zoras'. The River-Zoras are the ones that attack Link, They pop up out of the water and fire at Link.
