Most of your weapons are pretty useless against him (he easily avoids them). Wait until he's taunting you or between whippings and shoot him with Light Arrows. It's also possible to just run up and slash him, but his attacks can sometimes go over or around your shield if you're close, or he'll jump out of the way or kick you.
