This shrine is accessed with the ascend ability. You may still reach this shrine outside of the storyline by brute force, but it is highly recommended to clear the rain in the area beforehand.
You'll find this shrine a lot easier to reach during or after completing {{MapLink|Secret of the Ring Ruins|MQ-SecretoftheRingRuins}}. Ascend into the area with the shrine from below to access it.

To clear the rain, progress the main story particularly through the quests [[Secret of the Ring Ruins]], and [[Find the Fifth Sage]].
