Speak to Kass to start this quest, but doing so is not required to activate the Shrine. You will find him on the land just south west of Horon Lagoon (you'll hear his music when you're close). If you head south of where Kass is standing, you'll see a large rock that somewhat resembles a U on the map. Wind is blowing against this structure from various directions, but some of the wind is blocked off due to the rocks. Make your way around and blow up the four sets of boulders, causing the wind to blow free. | |||
When all the wind is free to blow, head to the northeast corner of the U, and paraglide all the way to the glowing platform.
