I know the WW characters too well... it's Gillian, she used to watch the lighthouse with the Fishman.

Finally we have a winner!
The fishman (I believe the one for Windfall) talks about what a shame it is that the lighthouse doesn't work anymore, and that he and his Gillian used to gaze at it at night. If you get Carlov to make a sculpture of the bartender at the Windfall cafe, it reveals that her name is Gillian and says "it seems she used to have a boyfriend, but that is TOP SECRET"
