I don't see anything wrong with being able to get it before the final battle, being as the odds are pretty slim of someone managing to get all the masks on their first playthrough. So the first time beating it you pretty much have to do it as regular Link (unless of course you use a guide or walkthrough, in which case you're already taking away a lot of the challenge in beating the game anyway).

I don't believe it's cheating... But it does remove quite a bit of the challenge.
I would play through once without using it, then again using it just for the final BOOYA!
