The Black Boe is an enemy type encountered in Majora's Mask. The Legend of Zelda: Encyclopedia, pg. 168 They are always clumped together in groups, as that is the only real way they can harm Link. They come in two varieties; the Black Boe chooses to immerse itself in dark areas whereas the White Boe hoists itself within the lightest conditions, such as snow.
Black Boes typically lurk in the dark in order to blend into the adjacent surroundings.  They attack in swarms and sometimes hide in pots. A slash of the Sword is sufficient to defeat them.

Black Boes are small black fuzzies with two orange eyes blend into dark places and usually appear in swarms in Majora's Mask. It seems as though they often appear one at a time.

Link will not take any damage if he walks right into these creatures. Instead, a Black Boe must jump and attack Link in order to cause damage.

The best way to kill them is to either stand still and swipe with the sword (horizontally), run in circles with some Deku Spins, or use a few well timed Goron Stomps.
