Activate the zonaite ring on the lowest island, this powers the rock launching cannons. Skip up to the top island (there are rocks there). Move the floating block out of the way and launch a large rock into the hole on the globular island. It /should/ land on the activation platform and begin spinning the outside walls. If not, go into the room and move the weight onto the platform. Use ascend to exit the space and then go back into the island’s bottom level
