In terms of power, FD Link is hands down the most powerful Link of the series. It's hinted that the mask could be just as powerful as Majora's and we've seen the effects that had. In terms of skill, I want to say the Hero of Time, however if Hero's Shade is indeed the Hero of Time, then he taught TP Link everything he knew and thus that would make TP Link just as skilled, if not moreso, than the Hero of Time.
