Truly stumped...I guess Hyrule by a nose. Though I loved Termina in Majora's Mask and how that was a breath of fresh air from OOT hyrule, I felt Termina was a little too one dimensional (2 warp stones in every cardinal direction, here is an ocean that you can only go so far in...). I guess thats expected seeing as Termina has only been in one game (where is our Termina sequel nintendo?). No but really it is Hyrule, with the classic feel and music that really originated in ALttP and has blossomed into something as grand as TP. Also I love the flooded Hyrule in TWW, I wish I could explore that place more to see which mountains became islands...
