General Modern Stuck in the Tower of Spirits?

I just beat the water temple, and according to this site's walkthrough, I have to get a key from a chest on the 13th floor, but there isn't one there.

if youve activated all the pully whip switches it will appear on a ledge near the beging of the room the ledge is to the left but you cant get there without canecting the bridge
