Evolve your Pikachu into a Raichu. Pikachu is terrible, and in reality I wouldn't even suggest Raichu. 4 electric type moves is beyond redundant, get some other types for balance reasons. Also, teach Staraptor Close Combat, it's much better then steel wing, since its a better offensive type/higher attack. Also, you don't need 3 flying type moves on staraptor, and 3 water type moves on blastoise. I would suggest either ice beam or blizzard depending on if you prefer accuracy or power. Level up your Throh and get rid of strength, its not useful in battle, it's better to just have one pokemon with a bunch of HMs (I used the legendary that they force you to catch for that). While this may seem negative, your team really isn't that bad (except for pikachu), and it has some good potential. It reminds me a lot of my first finished team.

I agree with Jacobro but with the Blastoise thing you can always teach it hail then blizzard so it's 100 percent accurate and 20 percent more powerful. For Cacturne keep destiny bond, teaching it cotton spore wouldn't be bad and if you wanna teach it energy ball
