Collecting All the TM's for 100%?

I don't know if i'm missing something here but ever thing I see, 100% to people is just catching all the Pokemon, but what about the TM's? Can you not hold them all? What is true 100% in Pokemon?

Hmmm... All Pokemon, National Dex, win all tournaments, all TM's, all HM's, all items, all accessories, all ribbons, all badges, must be champion, and whatever else you can think of.
