There's some interesting things that point at this:
-It's the only place on the Great Sea to maintain Hero of Time worship, which would make sense as he is treated with great respect by the Royal Family, not to mention the fact that they were only able to take back their kingdom in OoT thanks to the help of the HoT, and the HoT is related to the Knights of Hyrule, as per HH.
-It appears to have a corrupted version of the RF emblem, with an upside down Triforce symbol and green objects that resemble the pattern of the feathers on the wings of the red loftwing on the RF emblem. Here's a comparison:
-Jabun has a close relationship to the RF, and Outset Island was the first place he went to after his home was attacked, as if he knew he'd be safe there. Also, Jabun is a descendant of Jabu Jabu as per HH, and Encyclopedia says that the RF was responsible for Jabu Jabu's care, so it would make sense for them to look after his descendant, no? This would explain him having traps and mechanisms set up for him around his cave.
-While this is minor evidence, and you can probably chalk it up to a gameplay mechanic, it does notably have a piece of the ToC(or a chart leading to one in the original GC version) inside of the Savage Labyrinth.
