Windfall Island is a market town in the Great Sea region of The Wind Waker, and is known for having the highest population of all the islands in the game. People from all over the world come to Windfall Island, and as such, the town is always lively. Many sailors have found their way here, although their ships are never around.
Link returns to the island often throughout his adventure. There are many sidequests available here, and multiple Heart Pieces and other treasures can be found. Because the island is so populated, Link can find many sidequest to perform and complete with Heart Pieces and treasures as rewards.

Bomb Shop
There are multiple places of interest on the island, including a Potion Shop, Bomb Shop, a lighthouse and windmill, school, a cafe bar, auction house, and a prison. The huge gate at the entrance of town is known to be one of Windfall's most famous features. Link first encounters the strange Zunari, who offers him a sail for 80 Rupees. The Zunari-induced Island Trading Sequence in the game is central to this point, where Zunari eventually "retails" his flowers.
There is also a safe in the back of his shop that is left unguarded at night. Mila will try to steal money from it, but Link stops her and she gives him a Bottle.

Here, Link gets to meet many interesting characters and get involved in numerous sidequests, such as that of Mrs. Marie's Joy Pendant obsession and the Picto Box quest. There are many things to do and see here, so Link visits Windfall Island quite often, both for plot-related events and to simply help out the citizens of the town.

One of the most famous hangout places of Windfall, the Cafe Bar is located next to Zunari's Shop and is owned by Gillian. The Cafe Bar is not crucial to Link's quest, but he is required to visit it during various sidequests.

Lighthouse
Prior to the events of The Wind Waker, Windfall's lighthouse went dark for unknown reasons, and it has remained that way ever since. Below it is a type of ferris-wheel that allows anyone to climb up to the lighthouse to get a better view. Kreeb will reward Link with Piece of Heart for fixing the lighthouse.

Mrs. Marie's School of Joy
There is also a large Windmill and a Lighthouse that Link can reactivate to get two Pieces of Heart -- one in the chest that is made accessible by the light from the Lighthouse, and another by talking to the man who stands next to the Ferris Wheel.

Other Notable Locations
In addition, there is an expensive home owned first by Mila's father and then by Maggie's where Link can sell Skull Necklaces. If he breaks pots on the lower floor while Mila's father owns the place, he then forces Link to pay rupees for them. Later in the game, Zunari runs an auction here at night. One item on sale is a piece of heart.
Other places of interest include Lenzo's house, where Link gets to know the famous photographer Lenzo as well as his vast gallery of pictographs. There is also an enormous mansion called the House of Wealth that is home to Mila and her father, but later on Maggie and her father take ownership of it. The mansion also serves as the Auction House where the nightly auction takes place. Link can also play the Sinking Ships minigame in the Game Room in front of Mrs. Marie's school to win two Pieces of Heart.

Theory
Theory
It can be assumed that Windfall Island used to be Kakariko Village before the Great Flood.  This is due to the similarities in the background music to the Kakariko Village in Ocarina of Time. It is also relatively close to Dragon Roost Island, which resembles Death Mountain. Also, the windmill could be the same windmill in Kakariko Village.

Trivia
*Windfall Island's theme tune is a remix of the music from Kakariko Village heard in A Link to the Past and Ocarina of Time.
*Windfall Island holds eight Pieces of Heart in total, the most on a single island in The Wind Waker.
*The sunken treasure of this island is marked by a Treasure Chart found inside the island itself (this chart is won through the auction run by Zunari).
*In Ocarina of Time 3D, there is a picture of Windfall Island in Lon Lon Ranch.
*Windfall Island's German name, Port Monee, is based on the French word Purse, fitting its position as a market town. Similarly, its French name, Mercantîle, is likely a portmanteau of mercantile and Island.
