Treasure Chart 7 is one of the 46 Treasure Charts found in The Wind Waker.
Acquiring Treasure Chart
The Treasure Chart is a reward for beating the Sinking Ships mini-game, run by Salvatore on Windfall Island. The mini-game can be found at the center of town, right where the Killer Bees can be found wandering around. The game is located adjacent to Mrs. Marie's School of Joy and Lenzo's House.
The game costs 10 Rupees to play and is accessible as soon as Link first arrives at Windfall Island near the start of the game. When Link first plays the game, if he gets a score between 20 and 24 hits, he will be rewarded with a Piece of Heart. Link can then play again and if he wins a second time, he will be awarded with the Treasure Chart.[1]

The corresponding Sunken Treasure can be found at Star Island and it contains a Silver Rupee, which is worth 200 rupees.
