The Skull's Eye is a Shrine Quest from Breath of the Wild.
Begin the Quest
After completing the Robbie's Research quest, Link can speak with Robbie's wife, Jerrin, who is also at the Akkala Ancient Tech Lab. She mentions the shrine that is on top of the Skull Lake to the west and this will begin the quest.
Guide
The shrine can be easily seen and you don't necessarily need to speak with Jerrin to find it. The trick is that the shrine is on tip of a cliff in the center of a lake. From north of the Skall Lake at the Akkala Wilds, Link can use the Paraglider to glide over to the pillar. While he can't quite reach the shrine, he can grab hold and just climb the rest of the ways up. This should be fairly easy, even without any stamina upgrades. Examining the pedestal will complete the shrine quest.
Zuna Kai Shrine

The Zuna Kai Shrine is a blessing shrine. The single treasure chest contains a Flameblade. Then speak with Zuna Kai at the altar to get the Spirit Orb.
