Shoqa Tatone Shrine is one of the many Shrine of Trials from Breath of the Wild.
Requirements
The shrine's location is not particularly easy to reach, as the closest travel gates to it are the Lake Tower and Ka'o Makagh Shrine, which are respectively distant and flanked by mountains. As such, if available, the Travel Medallion's gate should be placed near it so that it's easier to reach during the shrine quest to unlock it.
Shrine Quest: Guardian Slideshow

Talk to Loone on Puffer Beach to start the quest. The goal is to take a picture of three types of Guardians. A Guardian Scout can be found in shrines, including the Katah Chuki Shrine in Hyrule Field. A Guardian Skywatcher, which can be found southwest of Hyrule Castle, or more safely just west of the Tabantha Great Bridge. A Guardian Stalker can be found in the overworld and there is one just to the east, at the Komo Shoreline.
Once Link has all three pictures, return to Loone and show them to her. She will allow Link to have Roscoe, her Ancient Orb, which Link can then take and place in the pedestal to unlock the shrine.
A Modest Test of Strength
The Shoqa Tatone Shrine is A Modest Test of Strength shrine. The Guardian Scout III carries a Guardian Spear+ and a Guardian Shield+. After defeating the Guardian Scout, open the treasure chest which will have a Royal Broadsword. Then run up to the alter and speak with Shoqa Tatone to collect the Spirit Orb.
