Shoqa Tatone Shrine is one of the many Shrine of Trials from Breath of the Wild. Entering his shrine requires completion of the side quest Guardian Slideshow.
Requirements
Shrine Quest: Guardian Slideshow
Talk to Loone (who is well named) to start the quest.
The goal is to take a picture of a guardian scout (often found in shrines), a guardian skywatcher (the flying ones), and a guardian stalker (the big alive ones in the overworld that get up and run around).
Once you have all three pictures (they will be flagged with a red ! in your album) use the objective marker to return to Loone and show them to her.
Next, pick up the orb and put it in the pedestal to unlock the shrine and complete the quest.
A Modest Test of Strength
Fight the Guardian Scout III, open the chest, and get your Spirit Orb at the altar.
