Sheh Rata Shrine is one of the many Shrine of Trials from Breath of the Wild.
Requirements
Speed of Light
As soon as you enter, drop to the ledge on the right to get a chest.
Shoot the crystal to raise the water, and swim across to the other side.
The next part is semi-annoying. Position the metal barrel (using Magnesis) until it is exactly above the switch that's underneath the water on this side. Use whatever method you need to in order to make sure it's in the right spot, so that when the water drains it will fall to the switch.
Return to the other side, and use an ice pillar to climb and stand on the platform that the laser emitter is on. It's important to be on this platform and not still on your Cryonis pillar. Once you're on that platform, shoot the diamond switch across the way, which will lower the water. This is when you find out for sure whether your barrel is in the right spot or not. If it is, it will open the gate at this point. If it's not, backstep to the previous paragraph and repeat until you're back at this point again.
So at this point, you should be standing on the platform with the laser emitter, the water should be low, and the barrel should be on the switch. If all those things are checked off, let's continue.
The next steps you'll need to do quickly. Shoot an arrow at the switch one final time, but then immediately (before the water finishes filling) glide to the area with the barrel and run through the gate before it closes. If you didn't make it in time, scroll back a paragraph and try again.
If done correctly, you should be in the area with the altar, and the water should be on the high setting. If this is true, a Cryonis pillar will get you to a chest nearby, and then you can head to the altar for your Spirit Orb.
If You Struggle: Alternative Method to Collect Chest
Alternatively, after you position the barrel correctly, you can use a remote bomb to make raising the water a little easier. Once the barrel is in place, raise the water either with an arrow or the wheel on the side of the entrance. Use Cryonis to make your way to the platform with the crystal. Place a remote bomb next to the crystal, but do not detonate it yet. Switch to Cryonis and make your way back to the platform with the laser emitter.
This next part is the only part requiring a sense of urgency. You should be on the emitter platform, the water should be high, the barrel should be directly above the button, and a remote bomb should be next to the crystal. Shoot the crystal and immediately glide to the side with the gate. Doing this quickly will give you a bit of a cushion since the water should still be high enough for you to climb out of should you glide too short. The gate will open. Walk through, switch back to the remote bomb and detonate it. The water should then fill up, which will allow you to get to the second chest with Cryonis and then complete the shrine.
