Sheh Rata Shrine is one of the many Shrine of Trials from Breath of the Wild.
Requirements
Speed of Light
As soon as you enter, drop to the ledge on the right to get a chest for an Opal.
Shoot the crystal to raise the water, and swim across to the other side.
The next part is semi-annoying. Position the metal barrel (using Magnesis) until it is exactly above the switch that's underneath the water on this side. Use whatever method you need to in order to make sure it's in the right spot, so that when the water drains it will fall to the switch.
Return to the other side, and use an ice pillar to climb and stand on the platform that the laser emitter is on. It's important to be on this platform and not still on your Cryonis pillar. Once you're on that platform, shoot the diamond switch across the way, which will lower the water. This is when you find out for sure whether your barrel is in the right spot or not. If it is, it will open the gate at this point. If it's not, backstep to the previous paragraph and repeat until you're back at this point again.
So at this point, you should be standing on the platform with the laser emitter, the water should be low, and the barrel should be on the switch. If all those things are checked off, let's continue.

If You Struggle: Alternative Method to Collect Chest
The alternative method is the most easy one. After taking the easy treasure chest, start with raising the water level (with the wheel). Use Cyronis to get on the platform with the crystal switch and put a remote bomb there. Switch your rune to Cyronis again, don't detonate the bomb yet.
The video shows that, by putting a Cyronis pillar in the right position (behind the gate side), you don't even have to use the hangglider to reach the laser platform, but that you can shoot the arrow at the crystal switch when you are behind the gate side (water raised).
With the water level low now and being on the gate side, put the barrel easily on the underwater switch and see how the gate opens. Get on the other side of the gate and detonate the bomb now. You only need Cyronis to reach the second treasure chest.
