Shards of Naydra's Horn, or simply Naydra's Horn, are a material found in Breath of the Wild and Tears of the Kingdom.

Breath of the Wild

"This shard chipped and fell off the blue spirit Naydra. It's said the horn is the crystallized power of ice itself. It sells for quite a bit, but rumors say it has some other use."

Breath of the Wild In-Game Description

Shards of Naydra's Horn can be obtained by shooting the ice dragon Naydra with an arrow in the horn. Its primary use is to enhance the Tunic of the Wild and the Champion's Tunic, but they can also be sold to shop-vendors all over Hyrule for 300 Rupees each, or, alternatively, can be traded to Kilton in return for 150 Mon.

The horn can also be used to increase the timer for any food effect to 30 minutes. For example, 5 Mighty Bananas gives 3+ attack power for 4 minutes 15 seconds. Instead, cook 4 bananas and one horn in a Cooking Pot to get 3+ attack power for 30 minutes.

Tears of the Kingdom

"A sharp horn of the blue spirit, Naydra. It is said to be the crystallized power of ice itself. Attach the blade-shaped horn to a weapon to vastly increase attack power."

The pieces knocked off Naydra's horns are now simply called "Naydra's Horn"; they are longer and more pointed in Breath of the Wild, but flop around gently if dropped on the ground as if still alive. In addition to their uses from the previous game, they can be fused to weapons or arrows with a fuse attack power of 26, and turn the weapon they are fused to into an ice weapon.

A new dragon part can be obtained from each dragon after ten minutes, when the horns glow brightly again. This is not differentiated between horn, scales, claw or fang - as soon as the dragon is shot or hit, no more parts can be gained this way until the timer expires.
