The Seahorse is a character encountered in Majora's Mask. He acts as a guide to Link towards the Pinnacle Rock in order to save the remaining three Zora Eggs. The player can also receive a Piece of Heart if he reunites the seahorse with his companion who got lost somewhere in the Pinnacle Rock.

The Seahorse is involved in the sidequest which leads to a heart container in Majora's Mask. Take a picture of the Gerudo Pirate in the Pirates' Fortress with the aid of the Stone Mask. Show it to the Fisherman and you will earn the seahorse in return.
Head to Pinnacle Rock and reunite the seahorse with its lover while avoiding enemies. You will be rewarded with Heart Piece #42.
