Sam is a character from The Wind Waker who resides on Windfall Island.
Overview
Sam can be seen sitting on a bench near Zunari's Shop on Windfall Island. Sam comments that people travel from all over the world to come to Windfall Island in hopes to become successful merchants. Windfall Island is the place where people and money come together, but Sam believes that people need to open up their hearts a little more than their wallets.[1] Sam is a bit of a romantic and instead says that sometimes he stops to enjoy the little things in world, such as the smell of the flowers.[2]

Sam is a member of the Joyous Volunteer Association, which is run by Mrs. Marie. Sam and his merchant buddies have installed Joy Pedestals across Windfall Island. They are designed so that people can place joyful objects to decorate the town.
