Yes, Sakon seems to be the only character in Zelda history that is capable of being slain by Link. In Majora's Mask, when Sakon steals the Old Lady from the Bomb Shop's bag of bombs, it will explode and destroy the thief along with the explosive contents of the bag. This will make it impossible for Link to complete any sidequests involving Sakon in the Three Day Cycle.
Ocarina of Time

Although Sakon is not interacted with in any major way in this game, but can be seen lollygagging about Hyrule Castle Town. He is never on time for any appointments he makes, but that's probably because he skips everywhere.
Majora's Mask

Sakon plays a much larger role in this game than he does in Ocarina of Time.
