Ruto's Letter is found underneath the water in Lake Hylia next to the entrance to Zora's Domain. This letter is written by Ruto for her father, King Zora. When Link shows it to King Zora, he moves aside so that Link can enter Zora's Fountain to meet with Lord Jabu-Jabu and enter his belly.
