Rok Uwog Shrine, also known as Power of Reach, is one of the many Shrine of Trials from Breath of the Wild.
Requirements
The shrine is located on the lower elevation of the Pikida Stonegrove, beneath the giant stone pillars.
Power of Reach
Use Magnesis to pull down the treasure chest on the right side that contains a Drillshaft.
On the left side of the entrance there is a torch with a bunch of leaves. Burn the leaves down by using a weapon as a torch, or by shooting it with an arrow. Burning the leaves down will reveal a hole, leading to the next room.
Defeat the Guardian Scout II and then use Magnesis to move the metal block. The platform will crash down on the wooden crate, forming a ramp. Climb up and defeat another Guardian Scout II on the other side.
Further ahead, you'll see a gate with some barrels on a switch on the other side of the bars. Use the Drillshaft from earlier in the dungeon to hit the barrels through the bars. This will break them, causing the switch they were holding down to deactivate, open the gate. Alternatively, Link can use a bomb to break the barrels. Run over and open the treasure chest to get a Small Key.
Climb up the ladder to back near the entrance. Use the small key on the locked door and then run up to the altar to meet Rok Uwog and get a Spirit Orb.

Burn down the leaves to reveal a hole in the wall. 
Pull the crate to form a ramp. 
Use the Drillshaft to knock the barrels off the switch. 
Open the chest to get a Small Key.
